Reena Arvizu is an Associate in the San Diego office of Keyser Marston Associates, Inc. (KMA). Reena recently rejoined KMA after working as a special financing districts (SFDs) administrator where she provided annual management of over 130 SFDs including assisting public agencies with their maintenance assessment district processes, levying of special taxes and assessments, and providing municipal bond disclosure in compliance with Federal requirements.

Reena prepares market demand analyses, economic profiles, and implementation strategies to assist cities in evaluating the potential for new in-fill and mixed-use development. Reena assisted the City of Temecula with a market assessment for various land uses within the 560-acre Jefferson Avenue Study Area. The assessment included the preparation of long-term absorption projections for each major land use, identification of strengths and weaknesses affecting development potential, and itemizing near-term and long-term development opportunities for the Study Area.
A subsequent assignment followed working as part of a multi-disciplinary team on the Highway 395 Corridor Study for a comprehensive transportation and land use plan for a 16-mile north-south corridor that runs parallel to Interstate 15 in Southwest Riverside County. A total of four cities participated in the process: Lake Elsinore, Wildomar, Murrieta, and Temecula. Reena assisted in the preparation of a market overview that identified the potential for development of new mixed-use development along the Corridor and estimated the demand for various land uses and product types. The assignment also included identifying key assets and constraints to develop and redevelop each sub-area and providing input on potential financing mechanisms and approaches to implementation.
Reena assisted the City of Poway in structuring an asset management framework for its investments in affordable rental housing. Reena worked on developing a monitoring framework for the City to verify both income/rent restrictions and residual receipts payments for each of their affordable housing developments. The City now utilizes the system on an ongoing basis to monitor compliance of their affordable housing developments.
Reena has assisted a number of clients in the selection of development teams for Public/Private Partnerships (P3) real estate transactions. This experience includes creating Request for Proposals/Request for Qualifications, evaluating developer responses to the RFP/RFQ, and analyzing financial information provided by the development teams.
