Evaluation of Affordable Housing NOFAs

KMA assisted the San Diego County Health and Human Services Agency and Housing and Community Development with the evaluation of affordable housing proposals received in response to four NOFAs issued in 2019-2022.

  • Affordable Housing (AH) NOFA – released on July 1, 2022. The goal of the AH NOFA is to fund the construction, acquisition, rehabilitation, and/or preservation, of affordable multi-family rental housing for very low and low-income households, or as specified by funding source requirements. Funding programs include: American Rescue Plan Act (ARPA), Community Development Block Grant (CDBG), HOME Investment Partnership (HOME) Program, Housing Opportunities for Persons with AIDS (HOPWA), Permanent Local Housing Allocation (PLHA), Project Based Vouchers (PBV), and PBV for Veterans Affairs Supportive Housing (VASH).
  • Innovative Housing Trust Fund (IHTF) NOFA – released on September 30, 2021. The goal of the IHTF NOFA is to fund the construction, acquisition, rehabilitation, and/or loan repayment of affordable multi-family rental housing and/or transitional housing for extremely low, very low, and low-income households. Funding programs include: Community Development Block Grant (CDBG), HOME Investment Partnership (HOME) Program, Housing Opportunities for Persons with AIDS (HOPWA), Permanent Local Housing Allocation (PLHA), and American Rescue Plan Act (ARPA) (subject to availability).
  • Affordable Housing (AH) NOFA – released on August 12, 2021. The goal of the AH NOFA is to fund the construction, acquisition, rehabilitation, and/or preservation, of affordable multi-family rental housing for very low and low-income households, or as specified by funding source requirements. Funding programs include: CDBG & CDBG-DR, HOME, PLHA, Project Based Vouchers (PBV), and PBV Veterans Affairs Supportive Housing (VASH).
  • No Place Like Home (NPLH) NOFA – released October 31, 2019. The NPLH NOFA is an open application process until the NOFA closes, is replaced by a new NOFA, or until all available funds have been committed, whichever occurs first. The goal of the NPLH NOFA is to fund the construction, acquisition, design, rehabilitation, and preservation of affordable multi-family rental housing for persons with a serious mental disorder who are Homeless, Chronically Homeless, or At-risk of Chronic Homelessness, through the use of the State of California Department of Housing and Community Development’s (State HCD) NPLH funds. A Capitalized Operating Subsidy Reserve (COSR) may also be available to projects to address operational deficits attributable to NPLH-Assisted Units, pursuant to NPLH Guidelines Section 209 and under Uniform Multifamily Regulations (UMR) Section 8309.
