As part of a consulting team led by Rick Engineering, KMA prepared assessments of market potential and development feasibility for commercial/retail, high‐quality industrial, and residential development in the 1,423-acre Northside Specific Plan Area. In addition to the Northside neighborhood area within Riverside city limits, the plan also includes area within the City of Colton – including the 227-acre Pellissier Ranch.
In addition, the City requested that KMA provide technical support for two plans: the Smart and Sustainable Corridors Specific Plan (SSCSP) and the South Morro Hills (SMH) Community Plan.
