Paul C. Marra is Managing Principal of KMA’s San Diego office. He has over 35 years of experience in real estate market and financial evaluation, public/private partnerships (P3s), and affordable housing policy and transactions.

Strategizes with public agencies to evaluate, negotiate, and implement complex P3 transactions. Recent relevant projects include:

  • Port of San Diego – Chula Vista Bayfront Resort Hotel and Convention Center
  • City of Oceanside – Beachfront Hotels
  • City of San Diego – Campus at Horton technology office complex
Mixed-Use Development and Transit-Oriented Development

Supports cities and transit districts with developer selection, feasibility analyses, and transaction structuring for multi-family and mixed-use developments at transit stations. Recent relevant projects include:

  • San Diego Metropolitan Transit System (MTS) – Grantville Trolley Station housing developments
  • City of Chula Vista – E Street/F Street mixed-use development
  • City of La Mesa – La Mesa Village affordable housing development (former police headquarters site)

Affordable Housing

Affordable Housing Transactions and Policy Analysis

Assists cities and housing authorities with: (1) developer selection, financial pro forma analysis, and transaction structuring for affordable housing projects; and (2) affordable housing policy evaluation, including inclusionary housing programs, in-lieu fees, and Housing Element technical studies. Recent relevant assignments include:

  • City of Del Mar – Housing Element technical studies
  • City of Vista – inclusionary housing in-lieu fee update
  • City of Escondido – residential sector feasibility analysis
  • City of San Diego – comprehensive affordable housing Notice of Funding Availability (NOFA), resulting in 10 affordable housing developments with 908 units
  • San Diego State University (SDSU) Mission Valley – feasibility testing and developer solicitation for 182-unit affordable housing complex
