County of San Diego – Development Feasibility Analysis

The County of San Diego commissioned a Development Feasibility Analysis (DFA) to understand the factors that have impeded housing development in the unincorporated areas of the County, and to identify strategies that will help meet critical housing needs. Despite the County being a significant funding source for affordable housing throughout the region, the pent-up demand in unincorporated communities has failed to manifest new development.

KMA worked with the County of San Diego Planning and Development Services Department and the planning firm MIG on the DFA for selected communities in the unincorporated area. The study focused on the communities of Buena Creek, Casa de Oro, Lakeside, and Spring Valley. As directed by the County Board of Supervisors, the DFA is intended to assess the development potential and feasibility of key sites in these areas; identify the barriers and constraints that have inhibited housing development to date; and identify strategies, actions, and investments that could increase housing production.  The DFA ultimately outlined eight actionable recommendations. 

Key KMA responsibilities included market and demographic research, developer surveys, identification of potential multi-family and mixed-use development prototypes, and financial feasibility evaluations for both market-rate and affordable housing.   Exhibit C (Market Feasibility) and Exhibit D (Financial Feasibility) of the DFA are KMA reports.
