San Diego’s Cortez Hill Neighborhood to Welcome the Kindred Apartments
On April 29th, 2025 the Kindred Apartments broke ground in the Downtown San Diego neighborhood of Cortez Hill. The affordable housing project will replace the old County Family Court building at Sixth Avenue and Beech Street, a strategic transit-oriented site that allows easy access to transit including trolley and bus lines, along with close proximity to necessary community amenities such as parks, a library and post office, restaurants, markets, and schools. The project provides 126 apartment units to low-income families and seniors who are at risk of homelessness. Additionally, San Ysidro Health plans to deliver on-site medical and social supportive services to the residents.
The $95.3 million project is being developed by BRIDGE Housing in collaboration with the San Diego Housing Commission (SDHC), the County of San Diego, and multiple partners. KMA, as the real estate advisor to SDHC, helped inform the agency of the project’s financial feasibility and warranted public assistance, while also performing a developer capacity review. As part of this financial gap analysis, KMA evaluated the funding sources that were available to the project, including the financial contribution requested by Developer.
Along with SDHC’s loan of $7.95 million, the project is made possible by layering additional funding sources –including $4.0 million from County, $1.0 million from the Federal Affordable Housing Program, and Federal and State tax credits. The County is donating their land (via a ground lease), which has an appraised value of $6.8 million, for the development.
SDHC Senior Vice President of Real Estate Development Colin Miller commented “The Kindred Apartments development will transform this site into a vibrant community that brings seniors and families together and provides housing stability in a shared place to call home. The rental homes here will be life-changing for seniors who have experienced homelessness and families struggling financially in San Diego’s high-cost rental market.”
The Kindred Apartments are anticipated to open in early 2027.
